with reference to your letter of the 4th ultimo, No 43736/1917, forwarding copy of a telegram
from the Governor of Hong Kong regarding the grant
of a concession to Naval and Military personnel at
that station consequent upon the prevailing high rate
of exchange, I am commanded by My Lords Commissioners
of the Admiralty to acquaint you, for the information
of the Secretary of State for the Colonies, that, after
full enquiry unto this question, they are strongly of
opinion that there exist substantial grounds for early
action in regard thereto.

I am accordingly to request that, if no
objection be seen, you will be good enough to move
Mr. Secretary Long to nominate representatives to
participate in a conference, the date of which will be
suggested subsequently, for the purpose of
determining the form in which any such concession may
best be granted.
